The league was created in 1966 by a handful of committed adults who wanted to provide an opportunity for children in kindergarten, first grade and second grade to play soccer on their parish team since the CYC program did not start until 3rd grade at that time.

The first year of operation there were 6 teams from 4 parishes. The original parishes were: St. Stephens, Immaculate Heart of Mary, Our Lady of Sorrows and St. Boniface. News Article One News Article Two) The league was named the Judge Dowd Instructional Soccer League in honor of my father, Judge Robert G. Dowd, Sr. for his lifetime of service and commitment to youth sports.

The league has seen a steady increase in the number of teams and parishes participating in the league. The 2011 season had 13 parishes and 82 teams participating in the league. The mission of the league is to provide players with instruction in the fundamentals and rules of the game, while stressing the importance of sportsmanship and teamwork.

To ensure that the league is a positive and enjoyable experience for everyone, it is the responsibility of every coach, parent and player to follow the league rules, comply with the codes of conduct and set an example of sportsmanship at all times. It has been my privilege to serve as League Commissioner since 1996.
